Kano House of Representatives reveals some cases of embezzlement in state offices


During a nearly three-hour session today, the Public Accounts Committee of the Kano State House of Assembly expressed concern that adequate funding deposits had not been allocated concerning dependence on the federal government to secure administrative funds. The problem is that the money has been spent, down to the last penny, without having been placed in the appropriations bill. Accordingly, the House directed its Committee on Finance to investigate the state’s Investment and Property Development Company and report back next Monday.

The House found that the Deputy Governor’s office has spent seven million naira without approval. The Ministry of Environment has spent more than 569,000 naira, while the Ministry of Education awarded a contract of more than two million naira, the value of which was revealed to be less than 1.5 million naira. And the Ministry of Land and Physical Planning has failed to account for expenditures of nearly 510,000 naira.

Committee Chair Alhaji Ado Muhammed Hotoro further explained that the committee would take disciplinary action against anyone who was found to have spent money illegally.

Embezzlement and Kano State Officials

1. Nigeria is a federal republic composed of 36 states; its political structure is similar to the United States. The country has a bicameral legislature with a 109 member Senate and a 360 member House of Representatives. Its president, legislators, and governors are elected to serve four years terms. As the chief executives of their state, governors are responsible for running state affairs and for implementing its laws as provided by the constitution and enacted by the legislature with the assistance of his commissioners, advisors, and assistants in discharging his responsibilities.

2. Foreign investments and investors can be seen all over the city. It is arguably within the first five states in terms of commercial activity within Nigeria. Kano also has traditionally received the largest proportion of centrally collected (mostly oil) revenues. From 1990-96 Kano received 10.9 percent of allocated revenue. In contrast, the next highest state was Sokoto State, receiving 3.5 percent, with Abuja, Lagos State, and Akwa Ibom State receiving 3.2 percent each. Kano's once booming manufacturing sector has been stagnant over the last 15 years, largely due to epileptic power supply. Plans are being considered to build a Nuclear Power Station in the North-Eastern region of Nigeria. The plant is to be fueled from Uranium mined in neighboring Gombe state and supplied over a rail network.
