|Nigerian Government Wants to Privatize NNPC

A : The issue of privatizing refineries and withdrawing petroleum product subsidies continues to cause disagreements throughout the country. Here is Ibrahim Ka'Almasi Garba with a report.

B: There’s been considerable controversy ever since certain senior officials at the national oil agency, the NNPC [Nigerian National Petroleum Corporation], including Minister of Petroleum Resources Dr. Rilwanu Lukman, made comments that others have interpreted as a plan to have the government privatize its controlling interests in the national oil company. Alhaji Habib Alasure, a youth representative of the PDP [People’s Democratic Party], says that it is most certainly wealthy investors who are seeking to take control of the country’s oil assets.

C: As a matter of fact, God knows, we as citizens and young people do not support this move at all. We feel that the NNPC is among the most important agencies to have supported the common people and the youth since President Umar Musa ‘Yar Aduwa came into office and said that he would quash all this talk of privatizing these assets, and especially the NNPC.

B: But don’t you think that perhaps the reason they want to privatize the NNPC, the Nigerian oil company, is to make it more efficient, and that if they don’t privatize it, perhaps they expect that this problem will only get worse?

C: Not in the example, the typical example of NITEL [Nigerian Telecommunications Ldt.]. What efficiency have we gained in the case of NITEL? None. So therefore, in our opinion, we are very critical of this issue, and we reject [this solution] completely. Unless someone looks into the possibility of altering the circumstances, so that this person could take deliberate steps to fix this country. We beg God, and we pray that the Lord God will help him, for the Minister is not supposed to make this decision.

B: Well, some feel that privatizing the government's controlling interests is a new trend in the global economy, and that any country that doesn’t embrace this system(privatization) will have trouble strengthening its own economy.

C: But Malam Ibrahim, whatever you believe, we must proceed with caution, for you know, Nigeria's economy has only developed gradually.

B: OK, but a long-standing journalist in Kaduna, Alhaji Tajuddeen Tijjani Ajibade, says that privatizing the national oil company is the only way out.

D: Privatize it... the reason that privatizing this asset is of no benefit to us is that government money would be spent to enrich various foreign interests and [it would] not go where the government has been investing in building oil infrastructure. Europeans will be called in from overseas to dig wells, etc., etc., and we know that our money will be sent abroad and our oil sold to wealthy societies.

B: But don’t you think these businessmen should buy this asset to generate income, instead of leaving it to be controlled by the masses?

D: When they invest in this activity, they permit this kind of theft. It wouldn’t be possible to -- 

B: -- You mean if they sell to commercial interests, the sabotage at these refineries would be stopped?

D: It would have to be stopped, because they have a business to run, and that’s why everyone has a hand in the government coffers. It's everyone's money, and they’d be selling everyone's asset.

1. Nigerian National Petroleum Corporation

Nigerian National Petroleum Corporation (NNPC) was formed in 1977 from a merger of the state-owned Nigerian National Oil Corporation and a former version of the ministry of petroleum resources. NNPC controls about sixty percent of the county's oil production of about two-million barrels per day. The federal republic of Nigeria is planning to privatize the company. Although NNPC is a state-run company, private investment also stimulates the exploitation of the Nigerian natural resources and the economy. Oil and gas are the primary natural resources fuelling Nigeria’s economy.
