For some searches, Bing has started to include full chatbot responses to search queries in place of snippets. The answers show up at the top of search results, come with a label indicating that it was summarized from multiple sources, and includes a text box so you can continue chatting about the topic. https://www.bleepingcomputer.com/news/microsoft/microsoft-bing-introduces-chatgpt-answers-in-search-results/
A new advocacy group for good-faith security researchers called the Hacking Policy Council launched this week. It's founding members include Bugcrowd, HackerOne Google, Intel, Intigriti and Luta Security. One of the groups first efforts will be lobbying for changes to the European Union’s Cyber Resilience Act, which requires disclosing vulnerabilities within 24 hours of discovery, even if no patch is available. https://cyberscoop.com/new-hacker-advocacy-group-seeks-to-protect-work-of-security-researchers/
Nvidia officially announced the RTX 4070 graphics card, available Thursday April 13th starting at $599 as a founders edition. The 4070 is smaller than the 3080, so can fit inside most cases, but matches it in performance, supporting 1440p video at more than 100 frames per second. It also has ray tracing and the new DLSS 3 upscaling and includes 12 GB of VRAM and support for the game-friendly AV1 codec. https://www.theverge.com/2023/4/12/23679967/nvidia-geforce-rtx-4070-specs-release-date
Twitter Blue subscribers can now post up to 10,000 characters per tweet, with support for bold and italic text formatting. Twitter previously increased subscriber tweet length to 4000 in February. The company also rebranded its Super Follows feature to Subscriptions, although the functionality largely remains the same, with accounts able to create paywalled content with three pricing tiers. The Verge also found a Twitter help page on the rebrand saying “we hope to include newsletters and other Twitter features as potential bonus content.” https://twitter.com/twitterwrite/status/1646674962055565319
Google has expanded its free-ad supported TV- or FAST- listings in the Google TV interface. If you have a device running Google TV you can find more than 800 live channels now in its guide interface. They include news channels from major broadcasters, free channels from Tubi, Pluto TV, Plex and Haystack News. And if you pay for a service like Sling TV or have piped in some over-the-air channels from an antenna, those channels will show up as well. A similar TV guide and free channels will come to some Android devices later this year. https://variety.com/2023/digital/news/google-tv-free-streaming-channels-live-guide-1235579816/

OpenAI has launched a bug bounty program on the crowdsourced Bugcrowd platform. Bug Bounty programs pay rewards for security researchers who find and responsibly report security flaws. OpenAI's bounties range from $200 to $20,000 depending on the severity of the flaw. The company did clarify that issues with its AI model's performance- like offensive or incorrect responses in ChatGPT-- should be reported separately from systems issues with things like the API. OpenAI has a separate form for reporting those kind of safety issues. Jailbreaks and bypasses of safeguards are also out of scope of the bug bounty program. The bug last month that exposed user's email addresses to each other would have qualified for a bounty had the program been running. https://www.engadget.com/openai-launches-a-bug-bountry-program-for-chatgpt-103600222.html
The Washington state Senate passed bill HB 1570, which grants ride-hailing drivers access to the same paid family and medical leave program as other workers in the state. Washington previously passed the Expand Fairness Act last year, which set a statewide wage floor for drivers, paid sick time, and other protections. The program is expected to be available for drivers in July 2024. https://techcrunch.com/2023/04/13/washington-uber-and-lyft-drivers-win-paid-family-and-medical-leave/
Twitter CEO Elon Musk told the BBC Tuesday that running Twitter has been quite painful, that he sleeps in an unused library at Twitter's offices and that the company will reach positive cash flow this quarter as most advertisers have returned or indicated they will return. He said buying Twitter was the right thing to do, but also that he did it "because a court was going to force him to." He also told the BBC he would change its designation from government-funded to something like publicly-funded to be more accurate. NPR has said ti will stop posting on Twitter because of being labeled government-funded. https://apnews.com/article/elon-musk-twitter-social-media-c0addadac3226b016e14b835e3745e62

Ethereum's switch from proof of work- which uses energy-intensive methods to validate transactions- to proof-of-stake which does not- will complete with the Shanghai Upgrade or Shapella, set to go into effect around 6:30 PM Eastern Wednesday. The upgrade began earlier this year with some Ethereum users offering a portion of their holdings as a "stake" to give them the right to participate in transaction validation - rather than cranking a GPU to solve hard math problems in order to participate. Those who offer a stake earn ethereum when they participate. But since the transition began, they have not been allowed to withdraw their stakes or earnings, in order to get the system up and running. The Shanghai upgrade will allow withdrawals, bringing the proof of stake system to its normal operating form. https://www.coindesk.com/tech/2023/04/12/ethereums-shanghai-upgrade-on-deck-developers-traders-aflutter-with-anticipation/

Intel Foundry Services is partnering with Arm to let semiconductor designers build low power systems-on-a-chip with Arm designs using Intel manufacturing on its 18A process. The deal will focus on mobile chips to start, before expanding to automotive, IoT, data center, aerospace and more. Intel and Arm will work together to optimize the designs for Intel's process manufacturing. One result is that Arm designs can include Intel's PowerVia power delivery tech as well as its RibbonFET transistor architecture. There will be a combined Intel and Arm mobile reference design as well. MediaTek and Qualcomm have signed up to use Intel Foundry Services and Nvidia is considering it. https://siliconangle.com/2023/04/12/intel-foundry-services-partners-arm-manufacture-next-generation-mobile-chips/

RestofWorld reports that India is successfully getting countries to adopt its unified payments interface, or UPI, which was introduced in India in 2016, and has passed credit and debit card usage there. Transactions use mobile phone numbers or QR codes.. but unlike the international payment transfer system Swift, UPI can be run entirely on a country's own stack, keeping it from being blocked worldwide, as has happened to Russia with Swift. Singapore has started cross-border payments between its PayNow system and UPI. Bhutan And Nepal have also launched UPI and companies like Google and Walmart developed payment apps that use UPI. India has also partnered with banks and payment companies in the US, UK, Saudi Arabia, Oman, the UAE and Singapore, to support UPI for remittances and tourist spending. And the Philippines and Morocco are developing digital national ID systems based on open source code underlying UPI. https://restofworld.org/2023/india-upi-digital-payments-diplomacy/
