Local Government

A: One of the rights of democracy is to give freedom of argument. There are three levels that go into providing for the pattern of authority, that is the federal level, those of the states, and also the local governments. But there are the complaints that this system doesn’t work well between the states and the local governments, especially regarding control over their wealth, such as it is between the federal and state levels. Some local government leaders have complained bitterly that their state governments have interfered a great deal in how they would control their share of the country’s revenue that they get from the federal government, while states have been given control over their own land without interference. Some that we have spoken with say that governments should fear God, allow the local government leaders freedom to operate in their states, to work for the public that elected them.

B: My name is Idriss Anguwan Rimi, head of Tofa Local Government. First of all, we are asking that governments here be God-fearing, and realize that they will eventually face God’s judgment. And secondly, one should follow the laws of the land and the country’s hierarchy of authority because we are in a democratic system.

C: My name is D’an Kaka Alhaji Usaini Bebeji, the chairman of Bebeji Local Government. Well, the number one approach is that those in government must look to God, and agree that since government has three divisions – there is upper and middle government here, and there is also the lower government there, that is the Local Authority. So we should say that each one should accept its independent responsibility to take up its own tasks so that Nigeria works together for the population.

D: My name is Abubakar Abdullahi, chairman of Wudil Local Government in Kano State. We have been discussing it with them and they tell us about the difficult position they’re in, which we understand even without them saying it. We understand the kind of pressure that they are in as well as the fact that they can’t administer the system whereby it might go directly to the common people who have elected them.

A: The chairman of Madobi Local Government in Kano State, Alhaji Musa Iliyasu K’wank’waso, says that he is a witness to the contentious relationship in which some states have no sympathy for their local governments. Do you have an illustration from your fellow Local Government heads and their states relating to this kind of problem?

E: Indeed, right here next to me, Ibrahim Gwamna Turaki. I was meeting with some of them, who had been paid a box of money from other moneyed interests. And then in Kaduna and elsewhere … all over … all over Nigeria I’m telling you, there’s no place that local government taxes are collected where there’s not also embezzlement from them, regardless of laws in place. Just yesterday I read in the newspaper about the governor of Ekiti, a group of Local Government heads of his said that more than eleven billion had been embezzled from them, and diverted without any permit. So I’m telling you that throughout Nigeria there’s no governor who gives the Local Governments their money on time.

A: Governors regularly raid the pockets of Local Governments to squander money in different ways; some of them conspire to carry out development activities together, but in the final analysis, it’s the governors that are awarding the contract, and they accept a small kick-back that the contractors give to the one who gives them work, and all at once the operating budget comes from the Local Government. And the Local Government doesn’t have the authority to talk about this. Even if there’s sloppy work being done, some just direct the contractor to the Local Government heads with orders that they be given contracts. And the Local Government head doesn’t have any authority to say no. Those are the cheap ones. There are governors who take everything their Local Governments receive, by skimming off a little at a time, leaving them only workers’ wages, but if anyone says anything about it he’s immediately fired. One former Local Government chairman in Bauchi State, Alhaji Muhammadu Mai Auduga, said these habits that prevent local government from working for their people as needed, are disturbing.

F: This … alas, it’s not just an accusation, it’s something that we’re certain of, since it wasn’t only the public who were talking about it. There are a few federal government agencies such as the EFCC, which came out on its own to publicize the fact that certain governors of certain states had already transformed their local governments’ funding so as to become like that of the state governments to use. So it’s not an idle accusation, it’s something that’s certainly being done, and it’s becoming like an unrestrained disaster [night-time rains that flood the world] in most parts of Nigeria, and if this is not resolved, I assure you it will take a long time before Nigeria ever progresses.

A: What those who are well-versed in the country’s affairs are saying is this: The structure of power in Nigeria puts the local governments in the pocket of the states when it gives them the opportunity to use their state legislatures to depose a local government head, even though he has done no harm to the country or to the public who has elected him. Member of the Federal House of Representatives representing Jigawa State, Alhaji Nasiru Garba D’an Tiye, discusses briefly the nature of local governments there.

G: If there is one thing that is crippling this democracy, it is this power arrangement that the military has quickly established, whereby local governments’ power and authority were taken up and concentrated into the hands of state government. State government is the state legislative body under the governor. This is no small weakness in a democracy, as you will see these governors, whose only source of finance is the state and local government treasuries. They prevent the local governments from getting down to work, because you can’t do your work, or what passes for work …

A: Mhhmm.

G: You cannot do government work without money. If there’s no money, there’s nothing you can do, whatever patience one has. There is a state that I swear to God was not given up to twenty percent of what they needed. No one dared discuss it, no one dared to talk about it because you, the chairman, will not dare. So if this thing doesn’t get fixed, by looking at the power structure in Nigeria and fixing it, the governors won’t let democracy work, because they’re spending the local governments’ funds, they’ve changed themselves into fetishes, they’ve changed themselves as if they’re not Nigerians, as if nobody had elected them. This must be fixed in Nigeria if we want to find out how to fulfill the needs of democra-- … ah … ah … what’s called the dividend of democracy.

A: Well, where’s the way out? Most of those we questioned said the only way out is to correct the power structure so that it gives local governments complete freedom from interference by their state governments. Others point out that giving the local governments the right to spend freely was the beginning of the problem initially. The most important points according to some is that those governors should fear God and be fair to their local governments. According to the Hausa, in order to trace the thief, follow the footprints of those chasing the thief. And as the commentators are at pains to point out, if everyone would be fair to himself and the rest of the public, then everything will work out.
