EFCC: A Commission or A Political Party?

Most of the time, the policies and activities that most governments create are fine in writing, but complications come up in carrying the plans out. Every patriot of the nation and all who strive for its development will welcome the enactment of a plan, whether in practice or theory, that will battle infighting and bribery, and shake these things loose from the country, in order to obtain long-lasting progress. Thus, no progressive citizen would reject the founding of a commission like the EFCC [Economic and Financial Crimes Commission]. When it was established, people like General Muhammadu Buhari and Malam Ibrahim Shekarau all came out to praise its creation. The meddlesome insistence of the commission’s leader was such that one knew he kept making an effort to achieve it. Meaning, everyone welcomed its founding except those with allegations to answer to.

But then, it is only hot air that the commission now looks at and seeks to throw the country into an atmosphere of instability, threatening to cut off relations with the commission that many had hoped would lead to societal purification since its inception. Obviously, it is understandable for the commission to show great zeal in how it despises every person that has a disagreement with the office of the president. Instead, the commission misuses its given authority, by appearing to act more and more kike a political party.

Publicly, everyone saw how the commission was intent on removing some governors like Rashidi Ladoja and others like him, but the superior courts ruled that the constitution hadn’t been followed regarding the impeachments, and in the end they were returned to their positions. Meanwhile, some officials who were clearly corrupt were left to continue business as usual, unharmed so long as they remained friends with the president.

And what also put the EFCC under scrutiny is this: as soon as it succeeded in removing someone from position, it appeared to have dropped its initial allegations against him instead of moving on with efforts to put him on trial, as if he were truly guilty of the charges leveled against him in the first place, so as to restore the public rights that had been denied.

Obviously, even though the EFCC would say that critics have spoken ill of it, it must be said of it that Nigerians are not satisfied with the marriage between it and the presidency. This is not to say that all the people it interrogates are honest. No, it’s only on account of the entanglement of the commission in partisan politics. Some feel that the effort the commission made to ensure that some people were not even allowed to contest elections was something that the commission could have undertaken long before the elections, so as to avoid being accused of partisanship.

Giving the names of people who it says are not suitable to stand as candidates, without complete reasons, and without calling them to answer accusations against them, was also seen as part of the strategies of the ruling party, the PDP. Some think that the PDP was also behind EFCC’s negative attacks on opposition candidates that were designed to keep their focus and attention divided since, at the time when they were running for office, they also had to contend with the EFCC breathing down their necks.

It was clear that those that the EFCC targeted included PDP members who were in disfavor with the presidency, some were of little use to the party; still others clearly could not win seats, and therefore they are exchanged for something else, in order to achieve the objectives of the party.

Whatever the truth of the matter, we must call on the head of the EFCC and remind him that he will be judged by history. Other regulatory officials like him, who were used in similar fashion by previous governments, - where are they today? We must tell both the commission and its powerful leader that they should promote their country over every other interest. We’re not making this call to moralize politicians; we’re making it because of the kind of dangers that are inherent in this.

Established in 2003, EFCC is empowered to prevent, investigate and penalize economic and financial crimes. It investigates terrorism, cyber crime and banking fraud among others. The commission has also made significant efforts in fighting corruption. The activities of the EFFC include the recently concluded four day national seminar with a theme "Curbing Economic Crime in Emerging Economies: Challenges and Options" at the outskirt of Abuja, the capital city. The seminar was organized by the commission and it witnessed a high turn out with activities like paper presentations on topics including national security, the role of the financial service sector in combating money laundering in Nigeria and challenges of prosecuting economic and financial crimes. Despite efforts made to fight against corruption, a renowned international investment bank, Goldman Sachs has disclosed that corruption remains a long term challenge for Nigeria. http://www.efccnigeria.org/index.php?option=com_content&task=blogcategory&id=1&Itemid=73

<eng-response>This editorial discusses the position of EFCC in Nigeria and appeals to the chairman and members of the EFCC commission to work for the interest of the country. When it was created, people, including General Muhamadu Buhari and Ibrahim Shekarau supported it, until it became clear to the Nigerians that it was working more for the interest of the President than for its duties of protecting the nation by fighting against corruption. It was also discovered by the public that the EFCC has accused some leaders who eventually got back to their leadership positions because the court concluded that the commission did not follow the law when convicting them.</eng-response>

<eng-response>According to this editorial, Nigerians are always willing to accept and support new ideas of introducing commissions that will fight against corruption, but it becomes a difficult task when it comes to actions. EFCC is an example of such positive attempts which received a lot of financial support from people like Ibrahim Shekarau and General Muhamadu Buhari, but EFCC leaders later became corrupt serving only Obasanjo's interests by convicting his political opponents and some members of PDP who are against his laws. At the end Nigerians are seeking to understand the relationship between their President and the commission.</eng-response>
<eng-fdbk>This is incorrect because the editorial did not mention financial support for EFCC. Also, it did not say anything about the leaders being corrupt. Please read the editorial again and pay attention to opinions about the creation of the commission.</eng-fdbk>

<eng-response>The editorial mainly describes EFCC and talks about the support it receives from Nigerians. As a commission it convicted some political leaders without much success, because they eventually proved their innocence to the public and got back to their offices with the help of the Nigerian courts. EFCC was also described by the editorial as a political party, because it is believed that it only convicts the politicians who are not in support of Obasanjo's regime and the rebellious PDP members. However, Nigerians are only concerned about protecting their resources and appealing to the EFCC leaders to try and make a good reputation for the commission by serving the nation as expected.</eng-response>
<eng-fdbk>This is incorrect because the convicted political leaders did not return to their offices because they proved their innocence to the public.Think about a response choice that best describes the failures of EFCC.</eng-fdbk>
