The fourth Tokyo International Conference on African Development concluded.. On the 30th of last month, in the port city of Yokohama, Japan, the closing ceremony of the three-day Fourth International Conference on African Development was held. The conference issued the Yokohama Declaration, the Yokohama Action Plan, and another document (that is, three documents), in which the Japanese government was given clear guidance on the establishment of infrastructure to assist African countries, eradication of poverty, the achievement of the United Nations' Millennium Goals, and confronting climate change. The government of Japan, the United Nations, and other agencies jointly convene at the International Conference on African Development every five years. Representatives from more than 50 African countries, 55 international agencies, and 16 African organizations attended this conference, making it the largest international conference that the government of Japan has hosted to date. The Yokohama Declaration issued by the conference is seen as a political document outlining future assistance of the government of Japan to African countries. The declaration strongly praises the results that African countries have achieved in past years, based on their own political and economic strength. On the other hand, it pays particular attention to the issues that have brought considerable challenges to Africa's economic development, such as the population explosion in Africa, increasing rates of rural and urban unemployment, the spread of communicable diseases, and the increasing price of food around the world. The Declaration explains that the international community should provide African countries with the necessary assistance to help them develop their economies to achieve Millennium Development Goals, eradicate poverty, and confront climate change and other challenges they are facing. |

Notes
1. The Tokyo International Conference on African Development (TICAD) was launched by Japan in the early 1990s. The United Nations and the World Bank, along with other organizations co-organize it. TICAD's purpose was to promote dialogue between African leaders and development partners, and generate donor countries' interest in Africa and African development issues.
TICAD has evolved into a major global framework for UN and other development partners to promote the continent's development under the principles of "ownership" and international "partnership." TICAD's concepts stimulated the launching of other initiatives for Africa's development, among which include: the New Economic Partnership for Africa's Development (NEPAD); the African Union (AU) which used to be the Organization of African UNity; and the Global Fund to fight AIDS, Tuberculosis, and Malaria.
The fourth Tokyo International Conference on African Development attempts to continue mobilizing efforts by the international community to help Africa overcome the challenges that confront it. The participants committed themselves to work toward strengthening recent positive trends in Africa, and accelerating growth. It set three priority areas to work on in the Yokohama Declaration: boosting economic growth, ensuring human security including the Millennium Development Goals and consolidation of peace and democratization, and addressing environmental issues and climate change.
